QLD:Discipline the key to happiness: Salt

CAIRNS, Aug 8 AAP - What would make you happy? Wealth? Fame? Power?

Perhaps. But according to one of Australia's leading demographers the key to happiness
is something far less sexy.

KPMG demographer Bernard Salt says having the self-discipline to control the excesses
of modern life is the secret to happiness in 21st century Australia.

"What makes people happy later in life is the ability to make the right choices: in
cultivating strong relationships, in having the ability to manage debt, to build strong
friendships, to maintain a balanced approach to exercise and weight control," Mr Salt
says.

"Manage these things and you are set for a happy life in Australia."

Mr Salt based his findings on a recent KPMG survey of more than 2000 Australians.

The survey found those who were the most unhappy felt they were overweight, burdened
with debt and didn't have enough friends.

External factors such as job security and not being paid enough did not feature prominently,
he said.

"Australians don't see themselves as victims, people are unhappy because of things
that are within their control," he told AAP.

"You are in control of your own happiness, you are in control of your own destiny,
it comes as a result of the decisions you make."

However, it seems money does buy happiness, at least to an extent.

According to the survey those households earning more than $250,000 a year were among
the happiest - although this could be due to people in that range having lower proportional
debts, Mr Salt said.

The least happy group of respondents were people aged 45-49, who were more likely to
have several credit cards, be unhappy in their relationships and the least likely to have
holidays or eat out.

"At that time in life, the stresses are maximised, you've got kids, you've got teenagers,
you've got maximum debt you are trying to pay back, you're trying to get ahead in your
job - it all comes together in your late 40s."

However, for those struggling through their 40s, there are better times ahead - those
in their 60s were among the happiest respondents and among those most likely to take holidays.

CFMEU NSW secretary Andrew Ferguson said the government had a "moral" duty to cover
the costs of sub-contractors left hundreds of millions of dollars out of pocket by the
collapse.

He said the government had not exercised due diligence when selecting Walter to carry
out work on public building projects.

Only one of the projects, the Parramatta rail upgrade, had so far guaranteed sub-contractors
would be paid.

The union was currently in negotiations with Sydney Water and NSW Health to resolve
an impasse over five projects where workers had stopped work pending a guarantee of payment
from the government.

"We're asking the question, `who in the government picked Walter to do the work?, because
the evidence is they weren't secure," Mr Ferguson said.

"We're not asking them (the government) to pay bills because of the threat of strike
action, we're asking them to pay bills to people in NSW who are owed money because there
is a moral obligation to end this crisis."

Despite the premier's comments today, Mr Ferguson said he was confident the issue of
payment would be resolved soon.

"We're making steady progress, we've resolved State Rail with everyone being paid and
we're making progress now with other departments as well."

Former One Nation leader PAULINE HANSON says she will consider forming another political
party after narrowly failing to win a New South Wales upper house spot as an independent.

Ms HANSON says she is disappointed to have missed out on a seat in the Legislative
Council .. despite having a higher primary vote than the eventual winner.

The distribution of preferences from the March 26 state election .. conducted at the
NSW Electoral Commission today .. saw the Greens and Nationals leapfrog Ms HANSON to take
the last two of the 21 seats up for election.

Ms HANSON says not being able to have her name above the line on the ballot paper had
potentially cruelled her chances and has called for reform of the state's voting system.

She also says this election has clearly shown people are fed up with the major political
parties and setting up a new political party is something for her to consider.

Independent ROB OAKESHOTT wants the government to release the final details of its
proposed Minerals Resource Rent Tax as soon as parliament resumes in February .. to start
a public debate on the issue.

A policy transition group released its report into the MRRT on Tuesday and recommended
crediting all future state and territory royalties against the new tax .. contradicting
the government's stance to limit credits to the level royalties were at in May 2010.

The resources industry has largely welcomed the report .. but Queensland Premier ANNA
BLIGH and her Western Australian counterpart COLIN BARNETT oppose any capping of royalties.

Mr OAKESHOTT now says there are too many handshakes happening behind closed doors ..

and a full-on public debate is needed with a detailed piece of legislation.

Premier KRISTINA KENEALLY has scuttled opposition claims that Sydney's Parramatta to
Epping rail link wasn't a priority for the state government.

Federal Labor announced this week 2.1 billion dollars to revive the longstanding and
controversial project which will receive an additional 520 million dollars from NSW Labor.

Ms KENEALLY says claims the rail link isn't in their transport plan are wrong.

She says the state government will fund its portion of the project from its existing
50 billion dollar 10-year transport blueprint.

The premier has released a letter from NSW Treasury confirming funds for the link are
available within the existing transport plan.

A Senate inquiry will hear from food manufacturers and grocers today as it considers
a container deposit and recovery scheme.

Environmental groups will also give evidence at the public hearing in Melbourne.

The upper house committee is looking at a national plan by the Australian Greens to
establish an environmental levy of 10 cents for each beverage container .. similar to
a scheme operating in South Australia.

SA: No change for irrigators in SA until at least July

ADELAIDE, April 15 AAP - Irrigators along the River Murray in South Australia will
get no increase in water allocations during the current financial year as the drought
persists.

The state government said on Wednesday allocations would remain at 18 per cent until
at least the end of June.

River Murray Minister Karlene Maywald said only 40 gigalitres flowed into the Murray-Darling
system in March, which meant there would be no increase in the amount of water available
to SA.

"Inflow conditions have continued to deteriorate since the end of last year due to
low rainfall and above average temperatures," the minister said.

"Last month's inflows were very close to our worst-case scenario predictions while
January and February inflows were slightly below the previous historical minimum inflows.

"Given the extremely dry catchment there will be no increase in irrigation allocations
for the rest of 2008-09."

Ms Maywald said water allocations would continue to be reviewed on the 15th of each month.

SYDNEY, Dec 9 AAP - Nine major NSW road projects are more than $1 billion over budget
in total, and many are also overdue, a NSW government audit has revealed.

Released on Tuesday, the NSW Auditor-General's Financial Audits Report on the Roads
and Traffic Authority (RTA) found estimated expenditure on nine major state road projects
had increased by 50 per cent, while just over half were completed on time.

Initial project budgets across the nine developments totalled $2.1 billion, however
the forecast or actual final cost was $3.17 billion - a difference of $1.05 billion.

The Brunswick Heads to Yelgun Pacific Highway upgrade was initially expected to be
completed by 2006 at a cost of $70 million.

But the upgrade was not finished until July 2007, with costs blowing out by $186 million.

The Bonville Bypass project on the same highway was five years late and cost an extra
$108 million.

Of the five projects still on track to meet their original completion dates, all are
already over budget.

"The (RTA) advised that the variations between initial budget and forecast final costs
were largely due to project scope changes and increased contract pricing," the report
states.

RTA chief executive Les Wielinga said the nine projects were only a handful of the
hundreds the RTA had delivered.

He denied they were $1 billion over budget.

"Initial estimates for the projects are based on initial concepts," he said.

"Some of those initial concept estimates were completed nine and 10 years before the
projects were built.

"A few are running behind time and a few are running over budget and that always happens
in a big program."

However, Opposition Leader Barry O'Farrell said the cost and time blow-outs were just
another example of Labor government mismanagement.

"The one certainty over 13 years under Labor is that the announced cost is never the
end cost," he told reporters.

"Taxpayers have to foot the bill for infrastructure that doesn't deliver what it's meant to."

after Melbourne.

MELBOURNE, Aug 25 AAP - A 16-year-old schoolboy has cracked the federal government's
$84-million internet porn filter.

Tom Wood, a Year 10 student, told News Ltd newspapers it took him about 30 minutes
to break through the government's new filter, released on Tuesday.

Tom, who attends a Melbourne private school, can deactivate the filter after several clicks.

His method ensures the software's toolbar icon is not deleted.

He can leave his parents believing the filter is still working.

Tom, a former cyber bullying victim, fears a computer-savvy child could put the bypass
on the internet for others to use.

"It's a horrible waste of money," he said. "They could get a much better filter for
a few million dollars made here rather than paying overseas companies for an ineffective
one."

Communications Minister Helen Coonan said the government had anticipated children would
find ways to get around the NetAlert filters.

Suppliers were contracted to provided updates, Senator Coonan said.

"The vendor is investigating the matter as a priority.

"Unfortunately, no single measure can protect children from online harm and ... traditional
parenting skills have never been more important."

Family First senator Steve Fielding, a cyber safety campaigner, said cracking the software
highlighted the need for compulsory filtering by internet providers.

"You need both. You need it at the ISP and at the PC level," Senator Fielding said.

"The Government has not listened to common sense and it leaves kids exposed."

CANBERRA, April 10 AAP - John Howard's decision to send hundreds more Australians to
fight in Afghanistan was overshadowed today - in the eastern states at least - by a footballer's
retirement.

It's a mark of how uncontroversial the war in Afghanistan is that it was bumped out
of the headlines by the end of Andrew Johns' rugby league career.

The 300 members of the special operations task group will face extreme danger in Afghanistan
as they attempt to stop the country becoming a bolt hole for terrorists.

But both sides of politics have welcomed the decision to boost troop numbers to 950
by the middle of this year and 1,000 next year.

While the Iraq war has become increasingly unpopular as it spirals into a bloody civil
conflict, there is strong public support for fighting the Taliban in Afghanistan.

The gap between the experience of troops on the ground in Iraq and the public perception
of the value of the effort there worries defence lobby group the Australia Defence Association.

Association head Neil James says Iraq war veterans almost unanimously see progress
being made and think the efforts there should continue.

But the public mood has swung away from supporting the war.

"That's the sort of disconnect we had in Vietnam," Mr James said.

The prime minister describes it as the "good war, bad war" argument.

"Our position is very simply this, that if it's good enough and justified enough and
desirable that we deny the terrorists a victory in Afghanistan, why isn't it equally good
enough, desirable enough and wise enough to deny the terrorists a victory in Iraq?" Mr
Howard said.

"And that is why we're in both countries."

He denies that this latest deployment is an admission that the troops came out too
early in late 2002.

But Labor leader Kevin Rudd says allied troops let Osama bin Laden and al-Qaeda off
the hook in 2002.

Afghanistan is a training ground for terrorists and therefore a military campaign is
appropriate, Mr Rudd says.

"It's different to Iraq, which is primarily a civil war between Sunni and Shia factions
of Islam," he said.

"And that's why we believe that country (Iraq) primarily requires a political solution
rather than a military solution."

TOWNSVILLE, Qld, Dec 8 AAP - A man has been jailed for a revenge attack on the police
liaison officer who was in the Palm Island island watchhouse when Aborigine Mulrunji Doomadgee
was killed two years ago.

Albert James Wotton, 22, was today sentenced in the Townsville District Court to two
years jail after he pleaded guilty to assaulting off-duty police liaison officer Lloyd
Bengaroo in April last year.

He will be eligible for parole after eight months.

The assault at Happy Valley, near Townsville, occurred five months after Mulrunji's
death in custody that sparked violent riots on the island.

Mr Bengaroo was in the island's watchhouse with Senior Sergeant Chris Hurley when Mulrunji
died from serious injuries after being arrested for being a public nuisance.

In September this year, acting state coroner Christine Clements found Snr Sgt Hurley
delivered the fatal blows that killed Mulrunji.

Snr Sgt Hurley has been stood down with full pay while the Director of Public Prosecutions
(DPP) decides if he will be charged.

On April 22, 2005, Mr Bengaroo had been drinking with friends in a Townsville pub when
they decided to continue on with another group at Happy Valley, the court was told by
prosecutors.

He was approached by another man, Gerard Nuggins, who started to abuse him, claiming
he was responsible for Mulrunji's death, before kicking and punching him.

The court was told while Mr Bengaroo was on his knees, Wotton joined in, kicking him
twice in the head.

Mr Bengaroo needed hospital attention for cuts to his face and knees.

Police in Sydney are conducting forensic tests and examining closed-circuit TV footage
.. in an attempt to identify a group of men involved in a brawl that's left a nightclub
security guard with gunshot wounds.

Shortly before midnight last night the guard refused to let a group of about six young
men into the inner-city Kings Cross club.

A fist fight broke out .. before one of the men allegedly produced a handgun and fired
at least two shots .. hitting the security guard in the leg.

The guard's been taken to St Vincent's Hospital .. where he's in a stable condition
following surgery.

A girl who was waiting to get into the club was hit by projectile ricochets .. she's
also been treated at St Vincent's Hospital for minor injuries.

Police have appealed for witnesses to the shooting to come forward.

FCC Chairman Opposes More Web-Related Telecommunications Regulation.

Sep. 3 -- Believing that the Internet is still developing in unpredictable ways, FCC Chairman William E. Kennard said Thursday in Miami that he is opposed to further regulating the cable and phone lines that bring the World Wide Web into persons' homes -- at least for now.

In an interview before giving a speech, he said: "We don't want to hang a dark cloud over this whole vibrant industry when it's in its infancy."

The Internet has been changing so rapidly, he believes, that government would be making a mistake if it passes laws to stop problems before they happen. Such moves might hamper the rapid growth that's now taking place in the telecommunications industry.

"We have to have a sense of humility here," he said.

In July, the Broward County Commission required cable companies to give other Internet service providers access to their wires. The Miami-Dade Commission has been considering similar legislation.

AT&T is appealing the Broward statute, and the FCC has filed a brief in support of cable companies' attempt to overturn a similar statute by the city of Portland, Ore., saying that any regulation on the subject should be handled by the feds.

While praising "local officials with the noblest of intentions," Kennard said, "it's too soon to send in armies of government lawyers and engineers and start making regulations."

Kennard was in Miami to speak to the Florida Conference of Black State Legislators. The 42-year-old lawyer, a product of Stanford and Yale Law, became the first African-American to be chairman of the Federal Communications Commission after he was nominated by President Clinton in 1997.

In his speech to the legislators, Kennard called access to the Internet "the greatest civil rights challenge of the next millennium."

Surveys show that children in families with incomes of $75,000 or higher are 20 times more likely to have Internet access than kids from poorer homes, he said.

Not only are impoverished inner-city youth being deprived, he said, but also many Indians on reservations and youth of all races in isolated rural areas.

Because the Internet provides such a wealth of information, he said, it is crucial that all students be able to browse the Web. He said he had been a prime mover, over congressional opposition, of the program that is now attempting to wire up every school in America to the Internet.

The federal government spent $1.7 billion last year to wire up schools and is scheduled to spend $2.25 billion this year, he said. "By the year 2000, just about every classroom in America should be wired."

During a question-and-answer session, Miami-Dade County Commissioner Dennis Moss said the commission had been uncertain about what to do about requiring open access of cable companies.

Kennard said the federal government and local politicians "basically want the same things."

No one wanted to see a monopoly develop that shut out all competition. "So do we regulate open access or do we facilitate a marketplace solution?"

Right now, he said, politicians should let the marketplace function, because it is encouraging wide-open competition, with many providers racing to link up residences with lines that provide high-speed Internet connections.

Kennard encourages the concept of "many pipes" -- cable, phone line, wireless, satellite -- competing to provide the best service.

He said the FCC is "monitoring this marketplace carefully." If it turns out that there are problems with consumers gaining free access or reasonably priced service, then it will be time for the government to act.

Before flying to Miami, Kennard told the audience, he gave a speech Thursday morning to a convention of broadcasters in Orlando. There, he talked about how many Web surfers were now listening to radio on the Internet and how this was creating a major shift in listening patterns.

After his Orlando speech, he told his Miami audience, a radio broadcaster came up to him and complained that the shift was hurting his business.

"Well," Kennard replied with a smile, "shift happens."

Law is lagging behind technology

The article on the front page of The Register-Guard on July 9 concerning Dancing Deer Mountain should have upset all small business owners.

In a time when technologies are changing the way we communicate, we cannot use it as an excuse to lower our core values. It's easy to be malicious when you don't have to stare one another in the face and be accountable.

There are people who use the Internet to destroy others and others who use it with good intent. But when did we start allowing someone to harm someone else and say it is free speech because it was posted on the Internet? Such people don't even have to identify themselves. And since when do we condone "revenge postings" and label them "free-wheeling opinions"?

It is unfortunate that our laws have not kept up with our technology. Applying the anti-SLAPP legislation to a mom-and-pop business such as Dancing Deer Mountain is an insult to common sense and the application of that law. I've experienced Dancing Deer Mountain and it is a beautiful, spiritual, tranquil and serene escape for wedding parties, not a loud, no-holds-barred, party-hearty venue.

Tea party approach is misguided

As I understand the situation, the Republican tea party representatives are trying to force the Obama administration and the Democratic Party to make major spending reductions or endure a calamitous world financial Armageddon. The reason for pursuing that noble end appears to be that Obama must be stopped.

Right-wing radio commentators spew rhetoric challenging Obama's patriotism and implying that his true agenda is not to be president of the United States but to be dictator of the world.

In response to the threat to commit worldwide economic destruction, the Senate has or is preparing to transfer revenue power and control - which the Constitution explicitly invests in the House of Representatives - to the president. Thus, the tea party is engaged in a holy crusade that will result in granting the president the first quantum of dictatorial power over national revenue.

Explain to me how that is logical or rational.

Cut spending to solve debt problem

Tax cuts for the rich are but a drop of water compared to an ocean in America's budgetary debate. It's a red herring.

If you can't tax your way out of a trillion- dollar deficit, you have to find a new way to stop spending gigantic amounts of money.

My grandmother taught me that the only way to save money is not to spend it. She was a Democrat who lived through the Great Depression of the 1930s. She was right.

It's a tough problem, and it will be hard on everybody. But our government must stop spending for a few years and let the industrious nature of the average American grow the economy.

Healthy choices can start with a run

I ended my work day Thursday at a meeting hosted by Lane County Public Health, one in a series of meetings designed to build a collaborative force focused on changing our county's environments and policies so everyday healthy choices are easier for us all to make.

That's no small charge. It will take years to create and generations to sustain, but it's important work, and I left the meeting feeling inspired and excited about helping push a wee snowball off the mountaintop and watch it gain momentum. Hopefully, an eventual avalanche of change will result, healing many of our society's ills as they relate to nutrition and activity.

As I rode my bike home along the river's edge, approaching the Eugene Water & Electric Board plaza, I saw them: a few dozen city employees gathering for a post-workday 5-kilometer run, with City Manager Jon Ruiz starting to jog and calling out, "All right, let's go!" Off they went.

I cheered them on, picturing that snowball already rolling faster and faster.

Here was a large group of local government employees taking care of themselves and each other - and using our city's incredible environments and infrastructure to do it. It may have been just a run to some, but to me it was a perfectly timed symbol of the work ahead and the leadership it will require.

Whoever wrote the screenplay for "Dave" a few years back surely had a glimpse into the future.

I was watching a rerun of the movie, and in one scene Dave, the president of the United States, is challenged to come up with a $6 million dollar cut in budget negotiations if he wants to keep a children's center open. He calls an accountant friend in his hometown, and the two of them sit down and find where the $6 million can be cut. Then the president walks into his budget meeting, tells the negotiators where the money for keeping the center open can come from, and the shelter is saved.

I know that's a facetious comparison to the serious state of things currently occurring in Congress, but where's that accountant?

I am tired of seeing bumper stickers announcing, "Obama Is Not My President." Last time I checked, he had been elected by the people and by the Electoral College.

If you look back on the recent history of presidential elections, you will find that former President George W. Bush would be the most likely candidate for that bumper sticker. The fact is that in 2000 the people elected Al Gore, not Bush. The vote totals were 51,003,926 for Gore and 50,460,110 for Bush. The Electoral College vote was Gore 266 and Bush 271.

In 2008, Barack Obama received 69,499,428 popular votes and John McCain 59,950,323. The Electoral College vote was Obama 365 and McCain 173.

I don't remember seeing bumper stickers after the 2000 election saying "Bush Is Not My President."

'EXCHANGE' LINKS SHIPPERS AND CARRIERS.(Brief Article)

Food companies and motor carriers can match their inventories and load capacities via a new Internet-based marketplace.

National Transportation Exchange Inc. (NTE), Downers Gr6ve, IL, is using business-to-business electronic commerce and electronic data interchange (EDI) to take advantage of unused trucking volume.

NTE officials say the system dubbed "The Exchange," could reduce supply chain inefficiencies by $31 billion per year.

The Exchange currently has 350 members. Using the system's instant access capability a member shipper can locate or sell available space capacity on trucks already consigned for another shipment.

Member consignors (shippers, brokers, 3PL providers) can locate carriers to transport their products on time, distance; weight, temperature and space requirements.

"The system works likes a gigantic search engine," says Greg Drevs, vice president, sales and marketing.

"It takes information from the carrier-routing, destination departure and pickup times--and using PC Miler it reviews that information to determine if there is enough time to pick up an incremental NTE shipment to put on the back end o a trailer or on a full trailer for backhaul," says Drevs.

"The system looks at the available weight, cube space and--in refrigerated or multi-temp trailer--if the temperature is compatible," he says.

It can also determine if a member shipper has dry freight that can go on a refrigerated trailer. "The system looks at all these algorithms, and creates a market price based on supply and demand and lane-specific competitive prices."

For example, if a carrier is transporting a load at 80 percent capacity from Chicago to Indianapolis, a shipper in Gary can access the system in real-time, The system can then match his shipment to the available 20 percent capacity and alert that driver to detour to Gary to Pick up his products.

Both carrier and shipper improve their productivity and avoid paying higher LTL rates. All billing is handled through the system.

Access to NTE is not limited to the Internet, although for members it's the most popular communication link to the host system.

"We provide several ways to connect," says Joe Norton, chief technology officer. "One path is browser access over the Internet. Older technology plants may be using terminal emulation on a PC or a terminal system. We can provide dial-up access in a terminal character mode directly to one side of our system through a communications interface."

NTE can also provide data interfaces to a plant's dispatching software, "so [a shipper] can pass data directly to and from us on a daily transmission over the Internet."

Drevs says there are many opportunities for shippers and carriers in the food industry. "It will be hard to handle multi-stop shipments between DCs and retail stores, but it will help shippers from manufacturing plants to DCs, and especially for inbound shipments of raw materials to the plants."

Companies can become Exchange members within a few hours. NTE trains the program participants at a member company's office.

NTE charges a $2,500 initiation fee to cover the costs of set-up, implementation and on-site training, but there are no additional annual fees or transaction charges.

GOLF CONSUMERS BEWARE: ONLINE COUNTERFEITING ON THE RISE COUNTERFEIT GOLF SEIZURES WORTH MORE THAN $500K SO FAR THIS YEAR.

WASHINGTON -- The following information was released by the U.S. Customs and Border Protection:

U.S. Customs and Border Protection is seizing an increasing number of counterfeit golf products ordered by consumers over the internet. Seizures of counterfeit golf goods have increased by 33 percent from fiscal years 2009 to 2010 and 37 percent in 2009 compared to 2008.

These counterfeit golf clubs were seized by CBP.

"CBP is sounding the alarm on a growing trend in the purchase of fake golf equipment," said Commissioner Alan D. Bersin. "Consumers should know that purchasing a counterfeit product supports an illegal activity, harms U.S. businesses and takes jobs away from Americans."

Today, the typical golf seizure consists of a set of clubs, a bag, head covers, and maybe a cap. The items usually arrive from China via mail or courier addressed to an individual in the U.S.

Through May of fiscal year 2011, CBP has made 265 counterfeit golf seizures with a total domestic value of $192,000, and an estimated manufacturer's suggested retail price of $589,000.

Traditionally, counterfeit golf products entered the country inside sea containers with other goods. But with the rising popularity of internet shopping, CBP has increasingly seen the ability of counterfeiters to sell directly to consumers. Consumers looking for less expensive products are going online, ordering directly from Chinese suppliers, and shipping the goods home.

To avoid the purchase of counterfeit golf equipment, consumers should consider the following tips:

Contact brand owner for list of authorized dealers

Be skeptical of "too good to be true" deals

Be aware of return policy if not satisfied with product

Be aware of money-back policies

Research legitimacy of foreign websites

CBP is on the frontline of intellectual-property-rights enforcement, partnering with industry, other federal agencies, and foreign governments to fight cross-border trade in counterfeit and pirated goods.

Extent of Online Hacker Tutorials Revealed.

YORK, England, May 26, 2011 /PRNewswire/ -- People can learn how to hack into someone's account in less than 15 minutes findings from a live investigation revealed.

In a controlled 'classroom' experiment conducted by life assistance company CPPGroup Plc (CPP), a small group of volunteers with limited technological knowledge, who signed a disclaimer saying they would not use the information for illegal or malicious attacks, followed a online tutorial using a 'man in the middle' technique to hack into a computer network and obtain each other's login details.

CPP's volunteers - including a TV producer, a self-employed baker and a retiree - simply followed a 14-minute classroom-style tutorial which is freely available online. From this they were able to download hacking software which allowed them to access login details and passwords for e-mail accounts, social networking sites and online shopping accounts within a matter of minutes.

And supporting research reveals what could happen as a result - over seven million people have had online password-protected information accessed without their permission. Of these, nearly a quarter (24 per cent) claim to have had their personal e-mails accessed as a result, with 19 per cent saying their eBay accounts have been hacked. In an age of social media, 16 per cent(1) say their social networking profiles have been hijacked and 10 per cent claim to have had money or a loan taken out in their name.

The opportunity for hackers to target users in this way also has the potential to grow due to the dramatic increase in the number of public Wi-Fi networks and smartphones with inbuilt Wi-Fi connectivity in recent years.

With over 20,000 videos on YouTube with basic hacking information tips teaching users how to hack social media profiles, e-mail, smartphones and PayPal accounts, it seems the internet's capacity to host this type of material remains unchallenged.

These online hacking tutorials are widely known about with almost a fifth (17 per cent) of people aware of their existence. But the vast majority (87 per cent) agree that this kind of material should not be available online. The majority (63 per cent) think 'hacking' tutorials should be removed from the internet; with over half (56 per cent) saying the Government should take action to remove 'hacking' tutorials from the internet. A similar number (59 per cent) feel these videos and step-by-step guides increase the risk of identity fraud.

CPP is urging people to take steps to protect themselves from online hackers where possible, and urging the Government to take a stronger stance on internet hacking tutorials.

Identity fraud expert from CPP, Michael Lynch said: "The recent Sony security breach that saw a hacker gain access to the personal data of more than 100 million online gamers including people in the UK has demonstrated the growing and widespread risk that hackers pose to consumers and businesses. It is important people are aware of the risks so they can take the necessary steps to protect their identities and manage any compromised data. As our live session has shown, these hacking 'skills' can be applied within minutes, so it's crucial for consumers to take steps to protect themselves."

"With an increased demand for tighter online security, we're calling on the Government to review access to these online hacking lessons and implement tighter regulation of internet hacking communities."

The technique taught in the live session known as 'man in the middle' hacking works by the 'hacker' intercepting communications between two people or what an individual is viewing on the internet. As a user logs in to their online account, their username and password appears on the hacker's own desktop, allowing them to store this sensitive information and access someone's account - either immediately or at a later date.

In addition to the 'man in the middle' hacking technique used, step by step video internet tutorials are thriving with hacking tutorials available for PayPal, Facebook, iPhones, Networks, Apps, MySpace, Twitter, BlackBerry and CCTV.

Robert Chapman, CEO of Firebrandtraining.co.uk, who were commissioned by CPP to carry out the tutorial said: "The wide availability of free hacking tools is a real concern, and everyone is a target. These resources are only going to grow and become more advanced, meaning that organisations and individuals must take steps to protect themselves. It's imperative to keep anti-virus and firewall software up to date and change passwords to online accounts regularly. Also use common sense - if security warning messages appear in your browser, don't ignore them as this could be an indicator that your network has been hacked. We demonstrated how a very basic way of hacking could be used to steal millions of pounds from the unprepared."

CPP's top tips on protecting your information from hackers:

1. Change your passwords regularly - the longer and more obscure, the better

2. Leave a website if you notice strange behaviour (unknown certificates, pop-ups etc.)

3. Avoid transmitting sensitive data over public (free or otherwise) Wi-Fi

4. When seeking Wi-Fi connections: know who you are connecting to, be wary of free Wi-Fi access

5. If using a smartphone: disable Wi-Fi 'auto-connect'

6. If you are concerned about identity fraud, consider purchasing an identity fraud protection product to help you detect, prevent and resolve any incidence of the fraud

The Golden Rule is that unless you know your connection is secure, do not communicate any information or data that you wouldn't feel comfortable shouting across a crowded room.

HDE Announces Karesansui: Open Source Virtualization Management Software for Linux.

Karesansui is designed to make virtualization simple through its graphical and sophisticated web-based control panel. "While the concept of virtualization got popular, its management was way too hard for non-technical people," said Lead Developer, Kei Funagayama. Karesansui enables users to perform virtual machine creation, start up, suspension, snapshot, CPU/RAM allocation, all from a standard web browser. While it supports Xen hypervisor by now, we plan to support various hypervisor including KVM hereafter.

Tracy newspaper to stop press for half of week.

Aug. 24--TRACY -- Publication of the Tracy Press will be cut back to three days a week beginning Sept. 5 as the real estate downturn and industry-wide slide in newspaper circulation and revenues take their toll, its owners said.

Currently published Tuesday through Saturday, the Press will switch to Sunday, Wednesday and Friday issues, while its online news portal -- www.tracypress.com -- will continue to be continually updated.

Shrinking revenues, some of it because of the current real estate downturn, contributed to the decision, said Publisher Bob Matthews.

"It's very difficult to make a daily work today," he said Thursday. "It's tough enough for the big guys. For small dailies, it's getting tougher all the time."

"And with the Internet, I felt it just wasn't as necessary to print every day of the week or even five days a week," Matthews said.

"We decided what was really the important thing was to be able to cover the community throughout the week."

That means the Press will present breaking news on its Web site as soon as it's reported.

The three print editions will allow the newspaper to continue to serve both the news and advertising needs of its customers and subscribers, he said.

Matthews plans no staff layoffs, although some job vacancies at the paper will continue to go unfilled. And the Press will save on the cost of printing and delivering the paper two days a week.

While the print edition is cut back, the Tracy Press will put more effort into developing its online presence.

The Web site draws traffic but like most newspaper sites produces much less revenue than the ink-and-paper version.

"Newspaper Web sites are still the most-read sites online and the most visited sites online," Matthews said. "We just have to figure out how to monetize it, how to make money out of it, and maintain the highest journalistic standards we can because that is what is going to keep us in business."

The newspaper had a circulation of about 19,000 in September 2006, roughly double the circulation of four years earlier.

All Your Servicing Needs In Package: Consolidating servicing operations can cut down on overhead and allow management the flexibility to devote staff resources where most needed.

In an increasingly specialized world, some mortgage servicing employees are becoming generalists, with the help of increasingly sophisticated technology that lets one system manage a multitude of loan types.

That's because many lenders are putting most, if not all, of their loan servicing operations under one roof, at least figuratively. Whereas lenders traditionally choose to service different products - first liens, seconds, home equity loans and lines of credit, and consumer loans - through different departments, nowadays many lenders are taking a more enterprise-wide approach to loan servicing. Some are even adding unsecured, auto and consumer-credit accounts to the system on which they service real estate-secured loans.

Adding to the pressure for systems that can handle diverse loan products is the proliferation of new types of mortgages. The popularity of payment options and interest-only loans shows that lenders are continuing to innovate with product offerings.

For lenders, some of the benefits of single-platform servicing are easily apparent. Consolidating servicing operations can cut down on overhead and allow management the flexibility to devote staff resources where most needed. As a result, the days of many "silos," each managing different loan products, are numbered. With the development of application service provider architecture, which eases software upgrades by allowing the provider to make them on a system's central nervous system without hardware changes at the user's site, servicing systems are becoming more innovative all the time.

Getting Limber

Interlinq Loan Servicing, a division of Harland Financial Solutions, is adapting to meet the needs of mortgage lenders that are rapidly expanding and innovating in the area of loan product origination. The new loan products are one reason why servicers find themselves having to manage more than just plain vanilla products on their systems.

Already, the company has introduced dozens of enhancements to its system in recent years so that users can accommodate servicing multiple types of loans from the Interlinq Loan Servicing System.

Fred Melgaard, vice president for loan servicing products at Harland Financial Solutions, said the company's clients are under pressure to minimize expenses, and that often means consolidating servicing of multiple loan types onto one system. Not only does that simplify servicing, it means a lender only needs information technology experts to support one system rather than two.

Interlinq's approach is to develop support features without jumping the gun by investing resources before a new product has been embraced by the marketplace. Already, ILS supports products such as option ARMs, interest-first loans and home equity lines that have been widely embraced by lenders. Because of the widespread popularity of home equity lines, Interlinq is adding additional functionality to enhance its servicing capacity in this area. Construction lending features are also in development, as are features that will facilitate the reporting of credit bureau information for non-mortgage loans serviced using the ILS.

"As soon as you see a product that is successful in the marketplace, you have to react quickly," Mr. Melgaard said.

But not every innovation in the use of ILS is anticipated by the developers of the technology, Mr. Melgaard noted. Sometimes, users are marching ahead and adapting the system to service loans that are outside of the traditional mortgage realm.

"We have a few dozen customers that are doing things we never intended to do, but they are doing them very happily," he said.

And sometimes, developments in the marketplace, including negative publicity, help to generate changes in servicing technology. In recent years, litigation and regulatory action affecting some servicers over the charging of late fees and other issues, has prompted lenders to embrace ILS' lockbox component that takes the human factor out of the posting of payments received from consumers.

Interlinq benefits from its flexible software architecture that allows changes to be made relatively quickly, company executives reported. For instance, recently enacted changes to bankruptcy laws affected all loan servicing systems, but ILS executives said the adaptations they made were easier than would be required on a "hard-coded" system. That results in "internal dividends" for Harland, because the cost of upgrading and enhancing the technology to accommodate changes in the bankruptcy law were not as substantial as they would have been on a hard-coded system.

Joseph Filoseta, vice president of business development at Harland Financial Solutions, said in that regard, ILS benefits from being a client-server based system that is only about six years old.

"We are very well positioned to move the technology to the next generation of Internet-based technology," he said.

The increased emphasis on management control in the servicing sector, a byproduct of regulatory scrutiny that saw some large subprime servicers get into hot water with regulatory agencies and class action litigators, also may serve as an impetus to migrate toward one common platform for servicing loans.

Increasingly, the rating agencies that grade mortgage loan servicers prefer to have mortgages serviced on one system rather than multiple systems as well. The rating agencies get nervous if they see that servicing portfolio data has to be reconciled from two systems, Mr. Filoseta said.

Additionally, operating from one system means that a company has one single view of its customer base from a single database, facilitating improved customer intelligence, Mr. Filoseta noted. One system also simplifies the establishment of business continuity and recovery planning.

ILS, which relies upon a Sequel Database, is designed so that customers, even those that use an in-house version of the system rather than accessing it in an ASP environment, can receive upgrades without breaking the customization they've integrated.

Because of the information intensive nature of servicing nonconforming mortgage loans, ILS is especially popular among nonprime shops.

Because of that history, ILS has placed an emphasis on default management in addition to customer service features. With the proliferation of nonprime and affordable housing mortgage products, that expertise will become more critical going forward.

Users Need Room to Grow

Steve Horne, a senior vice president at Resurgent Capital Services, a Greenville, S.C.-based subsidiary of Sherman Financial Group, said that that his company places a premium on default management capabilities. Resurgent, an ILS client, handles primarily nonprime and nonperforming loan portfolios. As such, Resurgent does not look upon default functionality as something that can be treated as a "tack on" to a performing loan administration system.

"The perfect servicing shop begins with the perfect default servicing shop," Mr. Horne said.

Resurgent buys a wide variety of loan products, including credit card debt, mortgages, auto loans, mobile home, boat loans and small commercial loans. Some are secured loans, some are not. Many of the loans the company buys are nonperforming or charged-off.

In addition to its own portfolio, Resurgent offers third-party servicing to other clients.

Using ILS has allowed Resurgent to consolidate all of its installment loan servicing operations on one system, he said. And it has given Resurgent the flexibility to take in a large variety of asset classes under an integrated financial management, recovery and investor-reporting environment.

"We utilize the best talent that we have on a common platform," Mr. Horne said.

In many cases, Resurgent may end up with multiple types of loans to a single borrower in its portfolio.

"Having the ability coordinate loan servicing's multiple points of contact with a single borrower is extremely useful."

Managing such a diverse portfolio for itself and other clients requires a high level of flexibility and a responsive organization, Mr. Horne said. The flexibility inherent in a system like ILS is critical to Resurgent's ability to respond quickly to new opportunities in the market, he added, noting that the company expects to see growth in HELOC, interest-only and option-payment mortgages in its portfolio in the coming years.

Using ILS allows Resurgent to boil down portfolio information to a handful of basic reports, but it can also drill down to more specific details relating to the performance of a specific collection agent or processor, he said.

Goodbye Silos

In redesigning its loan servicing system, Fiserv tailored MortgageServ for the management of multiple loan products from a single system.

And it's not just small or mid-sized loan servicers that want to put all their loans on one platform. Big lenders have started to mix loan types on one servicing platform rather than creating multiple platforms for different products. That means that first and second liens, home equity lines of credit and even unsecured consumer loans are being serviced by the same team of employees, the same call centers and the same facilities, giving lenders greater flexibility to allocate resources where most needed while cutting down on the technology support expertise needed to support multiple systems.

Tom Gorman, chief operating officer at Fiserv Lending Solutions, said that with home prices climbing out of reach for many potential buyers, demand for new, affordable housing loan products is rising rapidly. The lending industry's creativity in helping to stretch a homebuyer's purchasing power has created a host of new loan products that will challenge servicers in the years ahead. That has created challenges for servicing tech providers too.

"One of the things we wanted to invest in from a software perspective is the ability to respond to some of these creative financing needs," Mr. Gorman said. "We've already been successful in offering to our clients a single platform that does first mortgages second mortgages and home equity lines of credit.

"We have a growing number of customers who are not only processing their first mortgages but their home equity lines as well," Mr. Gorman said.

As the new loan products proliferate - an estimated one quarter of home loan originations early this year were interest-only loan products - servicers need to adapt to support these new loan types. In the area of investor reporting, for instance, standard Fannie Mae and Freddie Mac protocols may not be sufficient as the percentage of loans pooled into private mortgage securities proliferate.

And that is a driving force behind Fiserv from a software design perspective, Mr. Gorman said.

Fortunately, service-oriented architecture allows Fiserv to take advantage of the Internet to add functionality that helps to make this possible.

On the investor reporting side, for instance, Fiserv is adding new interfaces that allow a question and answer format guide that takes users through the right rules process for a given loan, similar to how popular tax preparation software guides taxpayers through IRS rules without expecting the user to know all the rules. Service-oriented architecture allows a graphically enhanced, visually appealing interface without burdening the user with making all the rules decisions themselves, Mr. Gorman said. And it allows users to operate in a real-time, online environment, taking advantage of the Internet.

Today, Fiserv is adding additional functionality on the investor side of its system with a new user interface that will expand investor functionality. The system guides users through a "question tree," building criteria through the answers to the questions that are essentially filtered through a rules engine to determine the correct response.

"It takes answers to questions, and it generates the instructions of how you want the loan to be processed for investor reporting," Mr. Gorman said.

With more and more lenders offering loans that are sold to private investors rather than the government-sponsored enterprises, those private investors add wrinkles to investor-reporting requirements that servicers must adhere to. Fiserv's MortgageServ platform includes an ad hoc, on-demand report writer feature that allows servicers to adapt to the changing information needs of the private investor market.

Fiserv is also focusing on helping lenders manage "indirect lending." A new initiative will adapt the Fiserv servicing platform to manage indirect loans originated by dealers, such as automotive or manufactured home dealers. It allows lenders to take a portion of interest and pay the dealer who made the loan, as is common in the auto industry. It's part of the trend toward expanding a single servicing platform to make it a common servicing platform for all types of retail loans that are facilitated by SOA in computing, Mr. Gorman explained.

Few companies have embarked upon all-in-one servicing as persistently as GMAC Residential Mortgage. GMAC, which recently announced that its subservicing volume grew 45% between the second and third quarters of 2005, is a top ten lender both in terms of total mortgage servicing volume and in terms of subservicing. GMAC, a Fiserv client, which was one of the earliest lenders to add HELOC servicing to its residential servicing platform, has attributed some of its success to the versatility of its platform. GMAC's subservicing portfolio now exceeds $32.5 billion in home secured loans, while its total servicing portfolio stood at $276 billion as of Sept. 30. GMAC, which completed its conversion to a single-servicing platform with greater "band width" to handle any mortgage product about a year ago, services first mortgages, HELOCs, unsecured consumer credit, nonprime loans and nonperforming loans using the Fiserv technology.

Tom Donatacci, a senior vice president for business development at GMAC, said that more clients are venturing into niche products, or products that spread across a wider range of the credit spectrum than in the past. As a mega-servicer, he said that GMAC has the scalability to handle this type of growth in addition to its expertise in different product areas. He said GMAC is committed to helping customers "capture market share, expand product offerings and improve profitability."

That's a mission that may be music to the ears of today's loan originators. As their product offerings become larger and more complex, they will need to rely upon servicers that have the capacity and versatility to manage an increasingly diverse menu of loan products.
